Well, it's always good to heighlight your hair with a more natural based color, as if someone were to look at you, they'd be not sure whether its natural or if its done. if u r a blonde, 2 to 4 shades lighter works best. dont over do it though, to enhance your color, you need to find the tones that are already bold enough, and the other tones that have the potential to stand out, without looking too fake or trashy.I wanted to put some highlights on my hair. well, i have.. blonde, brown, red, and black highlights.. with black and brown mixed underneath... it's very pretty, and stylish!!
It all depends on your hair color...I have dark red hair and I always do blonde highlights...burgandy highlights are pretty neat lookin too on any color but blonde. Brown looks good on blonde.

When I look at girls with highlights... what always catches my eye is the look that has the blond all around and the dark brown on the underneath part in the back....

Depends on what color you hair is. My vote is red though.
Don't go more than a few (probably 2) shades lighter than your natural color, or else it will look very jarring and out-of-place. If you're going for a warmer look, pick a kit that has a bit of red to it, but not a huge amount.
If you're having it done at a salon, tell your ideas to the stylist, and then he/she can probably help you find the best shades.
